    Child support bill introduced

    A bill that would allow judges to determine child support payments based on the payer’s way of life was introduced Thursday by a Tijuana lawmaker.

    Assemblyman Fausto Gallardo, from the Mexican Green Ecologist Party, proposed to set up child support payments based on the way the noncustodial parent has had for the last two years in case authorities are unable to determine his salary or income.

    “The fact that income earned by payer have not determined during (divorce) trial does not have as consequence that the judge can absolve from the obligation,” he said. “However, for these type of cases, the Civil Code does not regulate the way to set the amount of child support, which impacts payees.”

    Gallardo, who caucuses with lawmaker from the Institutional Revolutionary Party, said child support payment amounts are not enough for custodial parents as it has been impossible to fix payer’s income, who also provide unsuficient information regarding their earnings or ask their employers to hide their salaries in order to avoid their obligation.

    The bill includes a provision to punish those who must provide information regarding payer’s salaries or do not withdraw child support alimony, like employers.

    The proposal also asks payers to report any change in their economic conditions within 30 days or pay a fine of $200 for not complying with law.

    The bill was turned to the Legislative Justice Commission for its analysis.

     

    Sexual abuse suspect indicted

    A 33-year-old man was indicted Friday for the alleged sexual abuse of his 5-year-old step-daughter, said the Attorney General’s office.

    Authorities said the judge decided the suspect, who was identified as Anyelo Alberto, has to remain in jail while the trial moves forward.

    The victim’s relatives told authorities that on Nov. 22 the suspect took advantage of being alone with the girl at their Colonia Fundidores neighborhood residence to presumably commit the act.

    After the incident, family members noticed behavior changes on the girl.

    After speaking with the victim relatives discovered the sexual abuse.

    The Attorney General’s office said the abuse was confirmed through medical and psychological examinations.

     

    Agreement signed to protect voting

     State officials signed Thursday an agreement set strategies and coordinate agencies in order to provide public safety during the upcoming midterm elections.

    Secretary of Public Safety Daniel De La Rosa said 6,500 federal, state, and local law enforcement agents will take part during the June 5 elections.

    A special attention protocol will be launched on election day to create real-time reports regarding any emergency.

    Police officers will patrol polling places during the 10-hour voting period, especially at the opening and closing of polls.

    State Electoral Institute Board Chairman Javier Garay said coordination between both agencies will be fundamental to protect voters.

    The main complaints reported by voters in past elections have been illegal electioneering, lack of polling employees, polls opened late or unopened, change of polls addresses, and others.

    Three years ago unknown suspects burned several polls minutes before poll closing in the so-called Golden Zone in eastern Mexicali.

     

    School insurance still active, officials say

    Although the state government did not pay the premium of a school insurance program to attend students in case of an emergency, coverage is still active, said the state Secretary of Education.

    In a press release, authorities said insurance is still provided to over 610,000 students in basic education who might have an accident or even die at school facilities statewide.

    However, the agency said the premium payment to Thona Seguros will be made next week.

    In the mean time, students can get medical care at 60 clinics and hospitals.

    Social media users reported the alleged cancelation of the policy by the private company.

    The state said that students can get medical service in public hospitals and clinics if the policy is cancelled.
