The state Human Rights Commission released the results of the most recent evaluation of Baja California's prison.
Prisons for adults had an average grade of 7.79 points out of 10 possible. Individually, Mexicali was third with 7.85 points, below El Hongo with 7.87 points and El Hongo II with 8.88 points.
The commission said the state prisons average grade was lower than the 8.26 points obtained last year, although the agency made recommendations to improve jail conditions.
Juvenile halls got this year a 9.0 point grade, an increase from the 8.24 points obtained in 2016. Individually, Mexicali was first with 9.77 points.
The agency has asked to reduce overcrowding at Mexicali and Tijuana prisons for violence prevention, improve health conditions and avoid dissemination of illnesses.
According to the study results state prisons also need to improve hygiene and food management areas, as well as provide advanced parole and to create protocols for emergencies.
For the analysis, the agency executed the study from June 2016 until May 2017 and included eight inspections, 22 visits, 37 staff interviews, 3,661 questionnaires and three freedom of information requests.
The study included five topics– physical and psychological integrity of prisoners, proper housing, government, rehabilitation and vulnerable populations.
State prisons and juvenile centers had a population of 12,205 people, according to the study.
Woman arrested for homicide
A woman was arrested Friday for her alleged involvement in the murder of a man over five years ago, said the Attorney General's office.
The agency said the suspect was identified as America Iracema "Doe."
Authorities reported the murder of Alejandro Camacho Güereña was reported on May 9, 2012.
According to the investigation the suspect was at her residence located in eastern Mexicali at the unincorporated area of Gonzalez Ortega when the victim arrived and kicked the door and an argument between the parties arose.
The victim left and the woman asked her boyfriend to kill the individual.
The suspect's boyfriend arrived at the victim's residence and caused him several injuries with a knife.
The victim succumbed to the injuries, authorities said.
The woman has been accused for homicide and booked in Mexicali Jail.
Alleged murderers arrested
Two individuals were apprehended over the weekend for their alleged involvement in separate murder cases, said the Attorney General’s office.
One of the suspects was identified by the agency as Manuel Iván “Doe,” aka Truko, who had an active arrest warrant for homicide in the case of Germán Ramírez Munguía, who was found dead on July 1.
According to the agency the suspect and the victim held an argument in a residence located at Colonia Benito Juárez neighborhood.
The victim punched the suspect twice and left the scene. However, the suspect allegedly brandished a gun and shot the victim on the chest.
The suspect was booked in Mexicali Jail after his arrest.
State police agents arrested Jesús Adrián “Doe,” aka Pompín, who was apparently involved in the March 2016 murder of Lamberto Herrera Ramírez at colonia Independencia neighborhood.
According to the agency the suspect and an accomplice arrived at the victim's business and attack the victim.
The agency said the victim died of head trauma and suffocation.
Authorities said the suspects transported the victim's body on a 1999 gray Pontiac Sunfire owned by the deceased man and left the corpse next to a canal located at Fraccionamiento El Dorado subdivision.
The suspect vehicle was found abandoned at Sebastián Lerdo de Tejada Avenue in downtown Mexicali.
Police officers transported to and booked the suspect at Mexicali Jail.
