    Justice removed from office

A Magistrate Justice was removed from office Thursday after lawmakers approved a resolution to comply with a federal ruling regarding the issue.

The resolution to remove Justice Carlos Cataño was introduced by the Legislature’s Political Coordinating Board.

The proposal was moved by Assemblyman David Ruvalcaba, a Tijuana member of the Institutional Revolutionary Party.

He said on April 6 the Mexican Judiciary Council voted in favor of the justice removal.

Cataño was disciplined after allegations arose regarding his period as acting Judge of the Third District and allowing illegal importation of vehicles.

The Judicial Council decided Justice Cataño would not be allowed to hold public office at any level in Mexico for 10 years.

However, Cataño filed an appeal against the decision.

On July 4 state lawmakers were notified again by the Federal Judiciary Council to remove the justice within three days.

The resolution was turned to the State Judiciary Council to deprive Cataño from any rights related to his office.

Lawmakers will vote to appoint Cataño’s successor.

After a hearing that was closed to the media and public a man who was arrested last week in Tijuana was indicted for aggravated sexual abuse against an 8-month- old baby girl, said the Attorney General’s office.

Authorities said judge Ana María Elías admitted the indictment of Manuel Ernesto “Doe,” 27, during a 7-hour hearing that had three breaks.

The judge gave prosecutors six months to close the investigation and decided the suspect must remain in Mexicali Jail for the remainder of the trial.

The girl was transported June 19 to Mexicali’s General Hospital due to vaginal bleeding.

Doctors practiced tests to the baby and determined she was victim of rape.

The hearing was closed to reporters and residents based on the Mexican Penal Procedure Code that protects children from disclosing personal information.
