    Ex-cop arrested for kidnapping case

    A former Mexicali police officer was arrested again Tuesday for his alleged involvement in a kidnapping case reported over three years ago, said the Attorney General’s office. 

    Authorities identified the suspect as Benito Doe, who presumably took part on the kidnapping of a female victim reported on Jan. 28, 2014 at Uxmal Street at colonia Esperanza neighborhood west of the Civic Center area.

    The victim was driving a sand-colored 2005 Honda Accord when a police officer stopped the driver under suspicions of being related to drug crimes.

    While on their way to the police headquarters the parties stopped again in an alley and two men who identified as Mexican federal agents arrived in a burgundy vehicle.

    The parties began their way to the police headquarters when a white vehicle stepped on their way and forced the victim to enter the automobile.

    The victim was told she was being kidnapped and were going to demand her father money to release her.

    On their radios the cops were told they were discovered by authorities and more police agents intercepted them. 

    The victim was asked to make no report or release any information and threatened to cause injuries to the victim family.

    The suspect was arrested on March 14 2014 but was released by a judge due to issues with the allegations in the complaint.

    Authorities changed and filed the complaint against the suspect who was arrested in the U S. for drug crimes.

    Lawmaker shows concerns for horses

    A state lawmaker introduced days ago a bill to amend the state Domestic Animal Protection Law in order to set protective measures for animals used for tourism purposes.

    Assemblywoman Claudia Agatón, an Ensenada member of the leftist Workers Party, said in her hometown city carriages known as Calandrias are a tourist attraction in which horses are used to provide jobs to local residents.

    A similar situation occurs in Tijuana where horses are painted as zebras in downtown or rented for tourist beach tours.

    Agatón said the animals require special care and must not be under no circumstance be under tasks that causes injuries or puts them under excessive risk.

    “Unfortunately, in different parts of our country and our state accidents with carriages are frequent, as well as the cases of exhaustion,” she said.

    The bill was introduced after a resident filed a complaint at her office to request the prohibition or regulation of this type of activities.

    Agatón recalled a picture was posted recently in social media regarding a horse that fell in an Ensenada sewer that caused impact and comments from residents.

    The lawmaker said the bill is based on a similar law adopted in the Mexican state of Quinana Roo.

    Pair arrested for police murder

    Two men were arrested Tuesday for their alleged involvement in the murder of a Mexicali police officer last year, said the Attorney General’s office.

    The agency said the suspects were identified as José Santiago “Doe,” aka “Chago” and José Francisco “Doe,” aka “Chamuca.”

    The suspects were apprehended for the Aug. 3 murder of José Ángel Álvarez Portillo, 34.

    According to witnesses an argument was reported between suspects and victim outside La Oficina bar at Colonias Nuevas rural town, next to the Sonoran border.

    One of the suspects brandished a firearm and shot the off-duty cop.

    Álvarez Portillo died for a firearm injury in the head, authorities said.

    Detectives determined the discussion was related to personal issues and not due to the victim’s job.

    The agency said the suspects have criminal background for assault, carjacking and vehicle theft crimes.
